Title: Program Open Space – The History and Future of Maryland's Land Preservation Programs
Description: Program Open Space is Maryland’s signature program intended to provide funding for park and recreation facilities, to preserve our prime and productive agricultural lands, and to protect the best of the best of Maryland’s fragile environmental areas before they have been transferred to other uses. Funded by a dedicated transfer tax on real estate, the program is built on a promise to fund projects and programs in all of Maryland’s 23 counties and Baltimore City. But over the years that promise has been broken. More than $1 billion has been transferred to other projects. Bonds and “promises” to repay in the future have often replaced the cash that should be available. This session will provide a brief overview of the history of Program Open Space; the major programs funded by Program Open Space, the results of the 2015 General Assembly and solicit ideas on how to strengthen this essential program.
